In Cebu, ESTRAT’s CEO Ruben Licera was invited by Mandaue Chamber of Commerce and Industry (MCCI) and the Cebu Provincial Government to be part of SUGBO Negosyo 2020 mentors.

SUGBO Negosyo is a microenterprise assistance program signed into a tripartite memorandum of agreement by the Department of Trade and Industry (DTI-7), the Cebu provincial office, and the Mandaue Chamber of Commerce and Industry (MCCI).

Funded through the P100 million allocated by the Province to the offices of Vice Gov. Hilario Davide III and to the 17 members of the Provincial board.

It’s aim is to promote a Sustainable, Upliftment and Growth through Business Opportunities that’ll help spur the economic recovery of struggling micro entrepreneurs located in the cities and municipalities of the Province of Cebu who will qualify on the criteria set under the initiative.

Last October 9, 2020, ESTRAT 360 Marketing was invited to take part in the program to help mentor the beneficiaries who have successfully qualified for the SUGBO Negosyo Program.

The training and seminar will be led by ESTRAT’s Chief ESTRATegy Officer who is also an international award-winning communications professional, a multi-awarded content creator, and business coach, Ruben Licera.

Coach Ruben is to assist the respective beneficiaries and guide them as to how to build and rebuild their businesses in the time of COVID-19 pandemic. The trainings won’t only be limited to jumpstarting and picking up your business from where you’ve left off but will also touch on subjects such as: 

  • branding for companies, products and services
  • product photography and content writing
  • customer relationship management and email follow through
  • digital marketing ethics
  • search engine optimization
  • email marketing
  • social media content planning and calendar
  • social media content creation

The beneficiaries can rest assured that this isn’t the first time that Coach Ruben has conducted training and seminar. He has worked on multiple projects with the government through various digital marketing training related activities. The latest of which is Coach Ruben Licera’s active participation as one of the Resource Speakers of the Department of Information and Communication Technology (DICT) DigitalJobsPH program.

His training has enabled various individuals and professionals from participating Micro, Small and Medium Enterprises (MSMEs) to learn how to promote their products online in order to become more visible and present in the market thus helping them gain more profit.

To be eligible for the program, one must only be a resident of Cebu Province and must be able to provide their Voters ID. 

In addition, the program will require that the applicant’s business has existed and has been in operation for at least one (1) year. They must also present their Mayor’s Permit, DTI Business Permit, and an Endorsement Letter from their Barangay to prove that the said business exists.

Applicants must also fill up the necessary information requested in the application forms that can be downloaded at However, the application period will only run from October 1-31, 2020.

There are three categories for the assistance program:

The “Negosyong Padayon” or Category A which grants a Debit Card worth P50,000 capital.  It is the category focusing on enhancing affected MSMEs that are heavily affected by the pandemic.

The “Produktong Sugbuanon” or Category B which grants a Debit Card worth P20,000 capital. This category is for both new and existing MSMEs engaged in manufacturing and processing.

And the “Serbisyo ug Ginagmayng Patigayon” or Category C which provides a Debit Card worth P10,000 capital. This is for new or existing MSMEs that engage in trading or other services.

However, businesses who are engaged in trading. Only products made in Cebu are allowed to be sold under the program while imported clothing, “ukay-ukay”, food, houseware among others that are purchased outside the province and outside the country are not allowed.

The funds will not be released in cash but through debit cards which will be used to purchase the business’s necessary items. This is to avoid using the funds for other purposes not intended and in line with the program. 

Each category will have its own unique set of eligibility requirements and the screening will be done by the DTI and the Technical Working Group (TWG) per district to evaluate the applications under the program.
